Mix the flour, salt, and baking powder in a bowl to make baked kachoris. Then, add the ghee or oil and rub it into the flour mixture until it resembles bread crumbs. Next, add enough water to the mixture to form a dough. Roll out the dough on a floured surface and cut out small circles. Place a spoonful of the potato filling in the centre of each circle, and then fold the dough to form a pocket. Pinch the edges of the dough to seal in the filling. Bake the kachoris in a preheated oven for 15-20 minutes, or until golden brown. Serve hot with chutney or ketchup.
